The wish occurs due to the surge of magical energy that occurs when two monsters are able to find each other, presumably, so I don't believe it'll dissipate with a failed wish. It will simply follow through on the first successful opportunity it has.
So I suppose you can call that another chance, if your first wish is impossible to grant within those limitations.
Because I was looking for something else. It is less about wanting a wish and wanting to see if it's even possible to truly create an existence that one would call 'god'.
