I guess the best way to understand it is... it's like not all of the members are in complete, total agreement with each other. It's a lot of people from different places who have different goals, and the only real thing that unites them is that they want the same ending. But their ideas on the methods to get there can clash. So, a lot of the time what happens each week is simply a result of which side was loudest.
