They're useful. Will is the one on shopping duty, right? If he could purchase phones for everyone— or even just one per building group— that would make it a lot easier for everybody to keep in touch with each other. That's one thing we're really lacking right now: reliable means of communication.

Each one has their own talents, and they're capable of more than they think. So even if nothing comes out of it, they're better off kept occupied than sitting on their asses waiting for the end.
